constitutional limits. President Michel Martelly governed without a parliament from January 2015
to January 2016 after failing to hold legislative elections. President Jovenel Moise ruled by decree
from January 2020 until his July 2021 assassination after parliamentary terms expired. The CPT
was established specifically to avoid repeating this pattern by creating a fixed transitional timeline
with international oversight, making the current extension allegations particularly significant as
