HISTORICAL CONTEXT
The May 23, 2024 decree established the CPT's organizational structure and governance
framework following the collapse of the previous transitional arrangement. Article 6.1's explicit
prohibition on mandate extension was designed to prevent indefinite transitional governance and
force political actors to construct permanent democratic institutions by February 7, 2026.
