HISTORICAL CONTEXT
Haiti has operated without an elected parliament since January 2020 and without a president since
President Jovenel Moise's assassination in July 2021. The CPT itself was established in April 2024
as a provisional structure following a prior power-sharing agreement, completing its mandate on
February 7, 2026, exactly as scheduled. No elections have been held in Haiti since 2016.
