HISTORICAL CONTEXT
The MSS was deployed in June 2024 following a February 2024 gang uprising that seized control
of Port-au-Prince and forced resignation of Prime Minister Ariel Henry. Kenya agreed to lead the
mission after initial reluctance from other potential contributors, but force generation fell short of
original targets and funding remained insufficient throughout the deployment.
