HISTORICAL CONTEXT
The April 3 2024 Agreement that established the Transitional Presidential Council included explicit provisions that
the mandate ends February 7 2026 and cannot be extended. Article 6.1 of the May 23 2024 implementing decree
specified that political parties and civil society must negotiate a replacement formula before the deadline.
Constitutional lawyer Jerry Tardieu analyzed December 7 that this creates a binding obligation preventing
unilateral CPT extension.
