HISTORICAL CONTEXT
Haiti has depended on diaspora remittances since the Duvalier era with flows increasing after the
2010 earthquake and subsequent migration waves. TPS was first designated for Haiti in January
2010 following the earthquake and has been extended multiple times under both Democratic and
Republican administrations. Previous mass deportation episodes including the 2017 to 2019 period
produced local economic shocks and social tensions.
