HISTORICAL CONTEXT
The Gang Suppression Force represents a transitional security mechanism created after the UN
Security Council declined to authorize a traditional peacekeeping operation in 2024. Kenya
committed the largest contingent under a bilateral agreement with Haiti backed by UN political
support and logistical coordination. Previous international interventions including MINUSTAH from
2004 to 2017 deployed between 6000 and 12000 personnel at peak strength indicating current
force levels remain substantially below historical precedents.
