HISTORICAL CONTEXT
Previous December operational patterns in Haiti have shown reduced gang activity during the
Christmas week period followed by resumption in late December or early January. However the
current context differs fundamentally with gang territorial control exceeding 80 percent of
Port-au-Prince and the February 7 2027 constitutional deadline creating strategic imperatives
that override traditional holiday pause patterns.
