HISTORICAL CONTEXT
The Gang Suppression Force was authorized by the Kenyan government and approved through
UNSC mechanisms in 2024 as the backbone of a multilateral security support architecture intended
to create conditions for Haiti's electoral transition. Kenya's first deployment encountered operational
constraints including funding gaps and logistical challenges that pushed the initial timeline. Each
confirmation of an April 1 date from the Haitian government side represents an incremental
reduction of uncertainty in a deployment sequence that has faced repeated schedule pressure.
