HISTORICAL CONTEXT
Haiti's fiscal administration has chronically underperformed budget projections, with domestic
revenue collection unable to meet more than a fraction of government spending requirements,
forcing dependence on international budget support and remittance inflows. CARICOM has served
as the primary regional diplomatic framework for Haiti transition management since the 2021
assassination of President Moise, with the organization co-facilitating the negotiation frameworks
that produced both the CPT structure and now the National Pact.
