HISTORICAL CONTEXT
Haiti's transitional governance history includes multiple iterations of national pact-style political
agreements that generated initial momentum followed by contestation and fragmentation. The 2023
Montana Accord process and the subsequent CPT formation reflect this pattern. Electoral decree
promulgation without corresponding operational capacity has been a recurring feature of the
electoral environment since 2015. The re-circulation of procedural documents does not have a
consistent track record of stabilizing political consensus in prior transition cycles.
