HISTORICAL CONTEXT
The April 2024 Agreement established the Conseil Presidentiel de Transition with explicit
mandate termination February 7 2026 as interim governance structure following President
Jovenel Moise assassination and Prime Minister Ariel Henry resignation. The CPT represented
compromise among domestic political factions international partners and civil society to create
transitional authority capable of organizing elections and restoring constitutional order.
