HISTORICAL CONTEXT
Haiti humanitarian crisis has progressively worsened since the 2021 presidential assassination
and 2022 gang territorial expansion. The situation accelerated dramatically following the February
and March 2024 gang uprising that forced PM Henry resignation and triggered mass
displacement from Port-au-Prince. Previous humanitarian emergencies in Haiti including the 2010
earthquake and 2016 Hurricane Matthew generated international response but current crisis
occurs amid declining global humanitarian funding and donor fatigue with protracted crises.
