HISTORICAL CONTEXT
Port-au-Prince has experienced cyclical gang violence since 2018 with major
escalations in February 2024 following international intervention discussions and
November 2024 during airport attacks. Previous gang operational pauses rarely
exceeded 10-14 days making the current 35-day pause unprecedented in duration
and geographic scope across metropolitan Port-au-Prince.
