HISTORICAL CONTEXT
Port au Prince gang control expanded dramatically following July 2021 presidential assassination
and accelerated after February 2024 coordinated Viv Ansanm offensive that forced Prime Minister
Ariel Henry to resign. The Gang Suppression Force authorized by UN Security Council Resolution
in October 2024 began deployment December 2024 but remains far below required strength
limiting operational effectiveness.
